Soros Foundation to wind up activities in Kazakhstan

The international philanthropist George Soros said that all his organizations dealing with the distribution of humanitarian and financial aid in Kazakhstan would wind up their activities there from this month onwards.
Soros said that Kazakhstan needed no aid, since it was extremely rich in oil and gas.
The billionaire considers that all the petrodollars are misused in the country. Earlier, the Soros Foundation stopped giving aid to Angola for the same reason.
However, there are suggestions that George Soros is defending the interests of his oil companies because of the problems that have emerged between his companies and the Kazakh authorities.
фонд сороса больше не дает никаких денег на гуманитарную помощь и финансовые проекты (не знаю, как с "культурой"; интересно, что в какой-то момент и веб-дизайн, и маркетинговые исследования шли как "культура". а почему бы и нет?)
обьяснение - страна и так богатая, в ней много-много нефтедолларов (i.e., средний доход 203 доллара в год). до этого Сорос так уходил только из анголы.
ps: совершенно по другому поводу - как wind up может означать и "сворачивать деятельность", и "заводить" - причем и часы, и приятеля? кручёный такой глагольчик...
